The issue of the import of spent nuclear fuel from the Community to the Russian Federation was not raised by Nuclear Energy Minister Rumyantctev during his recent meeting with the Vice-President of the Commission responsible for Transport and Energy.

The Commission encouraged the amendment of that plan, first, during the period of Speedwing’s management, as can be seen inter alia from its letters of 27 July and 23 August 1999, and from the contested decision (recital 29) and later, after the Speedwing plan had been abandoned, as may be seen, for example, from its letter of 29 March 2000, the letter from Ms Loyola de Palacio, the Member of the Commission responsible for transport, dated 5 July 2001, and the fact that, at meetings on 2 and 3 October 2003 with Mr Verelis, the Greek Minister for Transport and Communications, Ms Loyola de Palacio expressed the Commission’s doubts concerning OA’s viability and the urgency of having a new restructuring plan in place before the expiry of the current plan, as may be seen from Annex II to the minutes of the meeting of 16 October 2002.
La Comisión animó, en efecto, a modificar dicho plan, primero bajo la dirección de Speedwing, tal como se desprende, en particular, de sus escritos de 27 de julio de 1999 y de 23 de agosto de 1999 así como de la Decisión impugnada (considerando 29), y después del abandono del plan Speedwing, como indican por ejemplo su escrito de 29 de marzo de 2000, la carta de la comisaria encargada de los transportes, Sra. Loyola de Palacio, de 5 de julio de 2001, y el hecho de que esta última hubiese expresado, en sus encuentros de 2 y 3 de octubre de 2002 con el Sr. Verelis, Ministro de Transportes y Comunicaciones griego, las dudas de la Comisión respecto de la viabilidad de OA y la urgencia de disponer de un nuevo plan de reestructuración antes del vencimiento del plan de reestructuración entonces en curso, tal como resulta del anexo II del acta de la reunión de 16 de octubre de 2002.

Article 13.- The Andean Committee of Aeronautical Authorities, created by Resolution V.104 of the V Meeting of Ministers of Transportation, Communications and Public Works of the Member Countries, shall be responsible for ensuring integral compliance with and application of this Decision.
Artículo 13.- El Comité Andino de Autoridades Aeronáuticas, creado por Resolución V.104 de la V Reunión de Ministros de Transportes, Comunicaciones y Obras Públicas de los Países Miembros, será el encargado de velar por el cumplimiento y aplicación integral de la presente Decisión.
