Following the arguments over food safety, the fate of the 1998 directive on genetic research demonstrated the importance of properly preparing EU legislative texts from both the political and the technical points of view: scarcely two years after the directive was adopted, the House of Commons was presented with a draft law which contravened the restrictions imposed by the directive on cloning, whilst a petition went round the French National Assembly calling for the exact opposite, namely that France should refuse to implement the EU law in question and should impose a complete ban on research into human cloning.
