As the Council observes, the low effectiveness of the measures provided for in the contested decision ( 66 ) may be explained by a set of factors which it could not foresee at the time of the adoption of that decision, in particular the ‘laisser passer’ policy applied by a number of Member States, which led to the disorderly movement of a large number of migrants to other Member States; the slow pace of the relocation procedures; the uncertainty created by the numerous cases of refusal on public order grounds put forward by certain relocation Member States; and the insufficient cooperation of certain Member States in the implementation of the contested decision.
