Is the Commission aware of the situation where a child born outside Spain whose father is Spanish is registered on the population register there with the same surname as the father, i.e. comprising the first surnames of both paternal grandparents, and hence the same surname as the father's siblings, possibly creating the impression, in Spain, that the person is not the father's child, but, rather, a younger sibling?
