The Trade Ministers of the Western Hemisphere requested the Tripartite Committee --Organization of American States (OAS), the Inter-American Development Bank (IDB) and the U.N. Economic Commission for Latin America and the Caribbean (ECLAC)-- to provide analytical support, technical assistance, and relevant studies within their respective areas of competence, as may be requested by these Working Groups.

Este estudio responde al mandato incluido en el Programa de Trabajo del Grupo de Trabajo del ALCA sobre Normas y Obstáculos Técnicos al Comercio para 1996-97, aprobado por los Ministros de Comercio del Hemisferio Occidental en su reunión celebrada en Cartagena, Colombia en marzo de 1996, para "analizar las disposiciones sobre, y las actividades bajo los actuales acuerdos regionales de comercio pertinentes a las normas y obstáculos técnicos al comercio con el fin de complementar ‘Inventario de las Prácticas Nacionales sobre Normas, Reglamentaciones Técnicas y Evaluación de la Conformidad en el Hemisferio Occidental.’"
This study responds to the mandate contained in the Work Programme of the FTAA Working Group on Standards and Technical Barriers to Trade for 1996-97, approved by Western Hemisphere Trade Ministers at their meeting in Cartagena, Colombia (March 1996), to "examine the provisions of, and harmonization activities under existing subregional trading arrangements relating to standards and technical barriers to trade, with a view to complementing the existing ‘Inventory of National Practices on Standards, Technical Regulations and Conformity Assessment in the Western Hemisphere.’ "
