In view of the major archeological finds made at the partially completed dig at Carrickmines Castle in south County Dublin which reveals a site of major national and international importance, what is the Commission's view of the Environmental Impact Assessment (EIA) carried out under Directive 85/327/EEC(1) on the proposed Dun Laoghaire-Rathdown County/National Roads Authority 'South East Motorway' development (which is being funded by the Cohesion Fund), specifically in relation to the failure to appraise the impact on the archeological heritage of the Carrickmines site and consequently to set out appropriate mitigation at the application stage?
