Emphasises that, if the EU is to enjoy decision-making and operational autonomy, it must have adequate satellite resources in the fields of space imagery, intelligence-gathering, communications and space surveillance; considers that these areas could be further shared and pooled in comparison with existing agreements, either on a bilateral basis or in conjunction with the EU Satellite Centre in respect of the Helios, Cosmo-SkyMed and SAR-Lupe programmes; hopes that the MUSIS programme, which is due to replace the present generation of observation satellites, will prove to be a model of cooperation both between European countries and with the EEAS and the Union’s political-military bodies;
Europaparlamentet betonar att ett EU som vill vara oberoende i fråga om beslutsfattande och operationer måste ha tillräckliga satellitresurser för rymdbaserad bildframställning, underrättelseinsamling, kommunikation och rymdövervakning. Parlamentet anser att ytterligare sammanslagning och gemensamt nyttjande skulle kunna tillämpas på dessa områden, antingen på bilateral grund eller tillsammans med EU:s satellitcentrum med avseende på programmen Helios, Cosmo Skymed och SAR-Lupe. Parlamentet hoppas att Musis-programmet, som ska ersätta den nuvarande generationen av observationssatelliter, kommer att bli en förebild för samarbete både europeiska länder emellan och med Europeiska utrikestjänsten och EU:s politiska och militära organ.EurLex-2 EurLex-2
