The Southeast Asian Fisheries Development Center (SEAFDEC) is an autonomous intergovernmental body established as a regional treaty organisation in 1967 to promote fisheries development in Southeast Asia. SEAFDEC aims specifically to develop the fishery potentials in the region through training, research and information services to improve the food supply by rational utilisation and development of the fisheries resources.

During Dr. Zumholz's visit to Thailand, the Ministry of Foreign Affairs arranged a meeting with the Director-General of the Fisheries Department and study visits to the Southeast Asian Fisheries Development Center, the Port-in Port-out (PIPO) Control Center in Samut Sakhorn Province, Samut Sakhon Fisheries College, and the Baan Nai Tung Fishermen Village in Nakhon Si Thammarat Province to learn about the traditional way of life of Thai fishermen and the conservation of marine resources through application of local wisdom. The study visit was also attended by 11 representatives from the European and ASEAN Embassies in Thailand.

3. On fisheries cooperation, both sides agreed to expedite the convening of the first meeting of the Joint Working Group on Fisheries Cooperation to discuss cooperation in fisheries in all dimensions, research and development and investment in fisheries-related industry. Both sides also agreed to conclude as early as possible, the Joint Communique in combating Illegal, Unreported and Unregulated (IUU) fishing, an issue of importance to the two countries.
๓. ด้านประมง ทั้งสองฝ่ายตกลงที่จะเร่งรัดการจัดการประชุมคณะทํางานร่วมด้านประมงเพื่อหารือเกี่ยวกับการส่งเสริมความร่วมมือประมงแบบรอบด้าน การทําวิจัยและการลงทุนของไทยในอุตสาหกรรมประมงอินโดนีเซีย รวมทั้งเร่งรัดการจัดทําแถลงการณ์ร่วมว่าด้วยความร่วมมือเพื่อต่อต้านการทําประมงผิดกฎหมายซึ่งเป็นเรื่องที่ทั้งสองประเทศให้ความสําคัญ

H.E. Mr. Kritsada Boonrach, Minister of Agriculture and Fisheries, emphasised that Thailand attaches great importance to the development of fisheries in a responsible manner by carrying out fisheries reform and the management of aquatic resources using the Maximum Sustainable Yield (MSY) assessment and an efficient oversight of the fishing fleet. These measures have led to the full and complete restoration of Thailand's fisheries resources. Furthermore, Thailand, as a producer, processor, and one of the main importers of aquatic goods in the world, announced the "IUU-Free Thailand" policy to support IUU-free fishing and its products which leads to the attainment of the United Nations Sustainable Development Goal no. 14 "Life below Water".

New Zealand's collaboration, he added, has included: predeployment training for Fiji's peacekeepers; leadership training; assistance with maritime surveillance and enforcement such as Operation Wasawasa (2017-2018), which saw the deployment of a trio of New Zealand patrol vessels to Fiji for maritime and fisheries surveillance; and assisting Fiji with developing its military justice framework.

On political and security matters, the Meeting discussed efforts to tackle illicit drugs and violent extremism and ways to enhance cooperation on maritime security. On economic cooperation, the Meeting discussed partnership for sustainability, the realization of the United Nations 2030 Agenda for Sustainable Development, responsible fishery management, and upholding a multilateral trading system, including the conclusion of the Regional Comprehensive Economic Partnership (RCEP) this year. With regard to the socio-cultural pillar, the Meeting discussed cooperation in combating pandemics and marine debris, as well as measures to cope with climate change.

The development of a short-term training course for Thai fishermen will help to create sustainable fisheries in Thailand and improve the quality of life for Thai fishermen, as well as enhance international partnerships on development with a view to achieving the United Nations' Sustainable Development Goals (SDGs). It is expected that the complete fisheries curricula will be distributed to fisheries associations in the coastal provinces, 30 Port-in-Port-Out centres, educational institutions providing fisheries-related courses and 60 centres for fisheries-learning across the country as well as an online-learning course on the website of the Ministry of Labour to allow all fishermen self-access to relevant knowledge.
การจัดทําหลักสูตรฝึกอบรมสําหรับชาวประมง เป็นการส่งเสริมการประมงที่ยั่งยืนของไทย และพัฒนาคุณภาพชีวิตที่ดีขึ้นสําหรับชาวประมงไทย รวมทั้งส่งเสริมการเป็นหุ้นส่วนเพื่อการพัฒนากับต่างประเทศเพื่อการบรรลุเป้าหมายการพัฒนาที่ยั่งยืนของสหประชาชาติ (Sustainable Development Goals - SDGs)โดยหากจัดทําหลักสูตรฝึกอบรมสําหรับชาวประมงแล้วเสร็จ จะได้มีการเผยแพร่หลักสูตรฯ ทางช่องทางต่าง ๆ โดยมอบให้แก่สมาคมประมงใน ๒๒ จังหวัดชายทะเล ศูนย์ควบคุมการเข้า-ออกของเรือ ๓๐ ศูนย์ สถาบันการศึกษาที่มีการเรียนการสอนวิชาการประมง และศูนย์เรียนรู้ด้านการประมง ๖๐ ศูนย์ ทั่วประเทศ รวมถึงในเว็บไซต์ของกระทรวงแรงงาน เพื่อให้ชาวประมง สามารถเข้าถึงข้อมูลเพื่อแสวงหาองค์ความรู้ได้ด้วยตนเอง

In addition, a representative from the National Oceanic and Atmospheric Administration of the United States of America was invited to give a lecture and share experiences with the participants with regard to evidence collection and prosecution of illegal fishing cases. This was a demonstration of cooperation leading to learning from another country's knowledge and best practices in the law enforcement of fisheries cases for the benefit of Thailand's own development to be in line with international standards.

The development of the traceability systems, which are now fully functional, demonstrates the remarkable progress of Thailand's fisheries reform. This will be continued as Thailand is moving towards becoming an IUU-free country, and an exemplary model for the region on how to tackle the IUU fishing.
การพัฒนาระบบตรวจสอบย้อนกลับเป็นความก้าวหน้าที่สําคัญอีกด้านหนึ่งของการปฏิรูปภาคประมงของไทย ซึ่งขณะนี้ระบบได้ดําเนินการเต็มรูปแบบแล้ว และจะมุ่งเพิ่มประสิทธิภาพของระบบอย่างต่อเนื่อง เพื่อให้บรรลุจุดมุ่งหมายที่จะเป็นประเทศปลอดจากสัตว์น้ําและสินค้าประมงที่มาจากการทําประมง IUU และเป็นแบบอย่างที่ดีของการป้องกันปัญหาประมง IUU ในภูมิภาคต่อไป
