1 Euroopan komissio vaatii kanteellaan unionin tuomioistuinta toteamaan, että Belgian kuningaskunta ei ole noudattanut SEUT 56 artiklan mukaisia velvoitteitaan, koska se on antanut 27.12.2006 puitelain (I) (loi-programme (I); Moniteur belge 28.12.2006, s. 75178), sellaisena kuin se on voimassa 1.4.2007 lähtien (jäljempänä puitelaki), 137 §:n 8 momentin, 138 §:n kolmannen luetelmakohdan, 153 §:n sekä 157 §:n 3 momentin (jäljempänä asianomaiset säännökset) eli velvoittanut muuhun jäsenvaltioon kuin Belgian kuningaskuntaan sijoittautuneet itsenäiset palvelujen tarjoajat tekemään ilmoituksen ennen kuin ne alkavat harjoittaa toimintaansa Belgiassa (jäljempänä Limosa-ilmoitus).
