With all forms of criminal justice, the legitimacy of the trials, and hence their contribution to lasting peace, would appear to depend on the number of parties involved in setting up the institutions, the extent to which they succeed in remaining impartial, their ability to ensure that justice is dispensed in an accessible, timely and affordable way, and whether goals and results are communicated clearly.
