It is not necessary for the reasoning to go into all the relevant facts and points of law, since the question whether the statement of reasons meets the requirements of Article 253 EC must be assessed with regard not only to its wording but also to its context and to all the legal rules governing the matter in question (see Case C‐367/95 P Commission v Sytraval and Brink’s France [1998] ECR I‐1719, paragraph 63 and the case-law cited, and Hoek Loos v Commission, paragraph 178 above, paragraph 58).
Het is niet noodzakelijk dat alle relevante gegevens feitelijk en rechtens in de motivering worden gespecificeerd, aangezien bij de vraag of de motivering van een handeling aan de vereisten van artikel 253 EG voldoet, niet alleen acht moet worden geslagen op de bewoordingen ervan, doch ook op de context en op het geheel van rechtsregels die de betrokken materie beheersen (zie arrest Hof van 2 april 1998, Commissie/Sytraval en Brink’s France, C‐367/95 P, Jurispr. blz.
