whereas the European Security Strategy (ESS) does not refer specifically to the maritime dimension, except by identifying piracy as a threat to the EU; whereas the European Integrated Maritime Policy (IMP) addresses maritime issues but barely touches upon the security dimension, thus leaving aside an area of increasing concern for the EU; whereas there is an imperative need to revise the EU approach to maritime security, notably with the adoption of a European Maritime Security Strategy (EMSS) clarifying how the IMP should contribute to the implementation of the ESS; whereas this EMSS should define the EU’s security interests and strategic goals, and identify objectives, risks, the available and necessary means for intervention, as well as possible theatres;
keďže európska bezpečnostná stratégia sa konkrétne nevenuje námornému rozmeru s výnimkou toho, že označuje pirátstvo za hrozbu EÚ; keďže európska integrovaná námorná politika sa zaoberá námornými otázkami, avšak rozmeru bezpečnosti sa venuje len veľmi okrajovo, a tak sa opomína oblasť, ktorá je pre EÚ zdrojom rastúcich obáv; keďže je bezodkladne potrebné prehodnotiť prístup EÚ k námornej bezpečnosti, najmä prijatím európskej stratégie v oblasti námornej bezpečnosti, ktorá by objasnila, ako by mala integrovaná námorná politika (INP) prispievať k Európskej bezpečnostnej stratégii; keďže táto európska stratégia v oblasti námornej bezpečnosti by mala vymedzovať bezpečnostné záujmy a strategické ciele EÚ a identifikovať ciele, riziká, dostupné a nevyhnutné prostriedky intervencie, ako aj možné miesta pôsobenia;EurLex-2 EurLex-2
