À la suite de l'entrée en vigueur de la convention sur la protection du milieu marin de l'Atlantique du Nord-Est (convention OSPAR), le 25 mars (tab. III), une décision sur l'élimination des installations offshore désaffectées a été prise lors de la première réunion ministérielle de l'OSPAR, en juillet, à Sintra (Portugal) (1).
Following the entry into force of the OSPAR Convention for the Protection of the Marine Environment of the North-east Atlantic on 25 March (Table III), a decision on the disposal of disused offshore installations was adopted at the first OSPAR ministerial meeting in Sintra (Portugal) in July (1).

La décision OSPAR 98/3 sur l'élimination des installations offshore désaffectées est approuvée au nom de la Communauté.
OSPAR Decision 98/3 on the disposal of disused off-shore installations is hereby approved on behalf of the Community.

(2) considérant que l'organe exécutif de la convention OSPAR (la commission OSPAR) peut adopter des mesures dans les domaines couverts par la convention; qu'elle a adopté la décision OSPAR 98/3 sur l'élimination des installations offshore désaffectées;
(2) Whereas the executive body of the OSPAR Convention (the OSPAR Commission) may adopt measures in the fields covered by the Convention; whereas it has adopted OSPAR Decision 98/3 on the disposal of disused off-shore installations;

(3) considérant que la Commission européenne a présenté une communication au Conseil et au Parlement européen sur le démontage et l'élimination des installations pétrolières et gazières offshore désaffectées(2); que le Conseil a accueilli favorablement cette communication et a adopté des conclusions sur les directives de négociation concernant la convention pour la protection du milieu marin de l'Atlantique du Nord-Est dans lesquelles il préconise l'adoption d'une décision OSPAR sur l'élimination des installations offshore désaffectées qui bénéficie du soutien unanime de toutes les parties contractantes à la convention OSPAR;
(3) Whereas the European Commission has presented a communication to the Council and the European Parliament on the removal and disposal of disused off-shore oil and gas installations(2); whereas the Council has welcomed that communication and adopted conclusions concerning negotiating directives for the Convention for the protection of the marine environment of the north-east Atlantic in which it recommends the adoption of an OSPAR Decision on the disposal of disused off-shore installations which has the unanimous support of all the Contracting Parties to the OSPAR Convention;
