28 . Voorlopig kom ik dus tot de conclusie, dat de beroepen tot nietigverklaring niet afstuiten op de omstandigheid dat zij zijn gericht tegen rechtshandelingen waarvan de concrete vorm door de Lid-Staten in het kader van de Toetredingsakte is vastgesteld .
