Since the marginal costs of abatement technology increase rapidly once the potential for "easy" measures has been exhausted, there is even a risk that - where a technology-based approach does lead to a relative or absolute de-coupling in the short and medium term - countries will in the longer run witness a process of re-coupling, at least for a number of persistent environmental problems such as climate change or waste(12).
