Points out that the EU budget is a tool to help implement the EU’s objectives and that the budgetary review planned for 2008/2009 provides the opportunity to reform both the expenditure and the revenue sides of the EU budget; points out that this time decades-old dilemmas relating to the UK and other rebates, the reform of agricultural policies and a reform of the own-resources system must be resolved in order for the Union to remain credible and to overcome recurrent financing deadlocks in order to meet major new challenges and initiatives, such as, in recent terms, the EIT and Galileo and, on a long‐term basis, fighting climate change, promoting sustainable development and social cohesion and achieving the Millennium Development Goals;
Europaparlamentet påpekar att EU:s budget är ett verktyg för att uppnå EU:s mål, och budgetöversynen som planeras 2008/2009 utgör ett tillfälle att omarbeta både kostnads‐ och inkomstsidan i EU-budgeten. Denna gång måste en lösning hittas på flera decennier gamla dilemman rörande Förenade kungarikets och andra länders rabatter, reformen av jordbrukspolitiken och en reform av systemet med egna medel. Detta är viktigt för att EU ska förbli trovärdig och för att få ett stopp på de finansiella dödlägen som uppstår om och om igen när det gäller nya utmaningar och initiativ, såsom nyligen var fallet för Europeiska tekniska institutet och Galileo och, på längre sikt, för kampen mot klimatförändringar, för att främja hållbar utveckling och social sammanhållning och för att uppnå millennieutvecklingsmålen.not-set not-set
