El CESE considera importante que los ingresos procedentes del uso de las infraestructuras viarias se destinen a los siguientes fines: los ingresos relativos al uso de las infraestructuras deberían cubrir los costes de construcción, desarrollo, explotación y mantenimiento, mientras que los ingresos relativos a los costes externos deberían destinarse a medidas de mitigación de los efectos negativos del transporte por carretera y de mejora de las prestaciones mediante infraestructuras alternativas, sistemas innovadores de gestión del tráfico, la conducción automática, la electrificación, en particular puntos de recarga rápida, y otros sistemas de suministro de energía sostenibles.
