Overwegende dat, bij schrijven van 1 juli 1983, Denemarken de Commissie heeft verzocht de procedure in te leiden geregeld in artikel 7 van Verordening (EEG) nr. 2784/79 om vast te stellen of het apparaat genaamd »M.T.S. - Servo hydraulic wavemaker system consisting of: waveboard assembly, waveboard steel reaction frame, wiper seal liner subsystem, waveboard bearing assemblies, seal system, static actuators with hydraulic cushion, dynamic actuators, analog control system, hydraulic distribution system, drain water system", besteld op 6 maart 1981 en bestemd om gebruikt te worden voor het onderzoek van bolstevens in golven, de stabiliteit van schepen in golven en de kracht van de golven, al dan niet als een wetenschappelijk apparaat dient te worden beschouwd en, indien het antwoord bevestigend luidt, of momenteel in de Gemeenschap apparaten met gelijke wetenschappelijke waarde worden vervaardigd;
