Het is niet noodzakelijk, dat alle relevante gegevens feitelijk of rechtens in de motivering worden gespecificeerd, aangezien bij de vraag of de motivering van een handeling aan de eisen van artikel 15 KS voldoet, niet alleen acht moet worden geslagen op de bewoordingen ervan, doch ook op de context en op het geheel van rechtsregels die de betrokken materie beheersen (zie mutatis mutandis arresten Hof van 2 april 1998, Commissie/Sytraval en Brink’s France, C‐367/95 P, Jurispr. blz.
