Utgångspunkten skulle inte längre vara att resenärer i allmänhet ska anses resa in i unionen med goda avsikter så länge inte särskilda bevis väcker misstankar, utan att resenärerna måste rentvå sig genom att lämna ytterligare upplysningar om sig själva, även när det saknas bevis.
