Im Bericht über die Lage des CO2-Marktes in der EU im Jahr 2012 (CO2-Marktbericht)[3] wird allerdings bereits darauf hingewiesen, dass beim Back-loading 2019 und 2020 der Überschuss erneut anfällt und somit der durchschnittliche Umfang des strukturellen Überschusses von mehr als 1,8 Milliarden Zertifikaten in der Phase 3, der 2020 mit 2,6 Milliarden Zertifikaten einen Höchststand erreichen wird (siehe Abbildung 1), nicht beeinflusst wird.
