It should be added that, as indicated by the ECEAE, there are reasonable grounds for a registrant, such as Esso Raffinage, to consider, especially at the time that the decision of 6 November 2012 was issued, that a second-species PNDT study was not necessary under the relevant provisions of the REACH Regulation (60) and thus that the submission of a bona fide adaptation was appropriate in the circumstances.
