Article 1 of that Law provides that, in the regions of Guadeloupe, Guyane, Martinique and Réunion, a charge named `dock dues' is to be imposed on the entry of goods, the supply of goods for payment by persons engaged in those regions in production or in agriculture or in mining activities, and the supply of goods for payment by persons buying them in order to export or resell them to third parties liable to pay dock dues.
