74 De debetnota past dus in het kader van de overeenkomsten tussen de Commissie en verzoekster, aangezien zij strekt tot invordering van een op de overeenkomst gebaseerde schuldvordering en beoogt rechten te doen gelden die de Commissie ontleent aan de bepalingen van de overeenkomst die zij met verzoekster heeft gesloten (zie in die zin arrest Gerecht van 17 juni 2010, CEVA/Commissie, T-428/07 en T-455/07, Jurispr. blz. II-2431, punt 53; beschikking Gerecht van 31 augustus 2011, IEM/Commissie, T-435/10, niet gepubliceerd in de Jurisprudentie, punt 44, en beschikking Lito Maieftiko Gynaikologiko kai Cheirourgiko Kentro/Commissie, punt 72 hierboven, punt 26).
