HET SYSTEEM VAN HET VERDRAG BRENGT MEE DAT HET REGIME BETREFFENDE KWANTITATIEVE BEPERKINGEN IN DE INTRACOMMUNAUTAIRE BETREKKINGEN EN HET REGIME VOOR HET HANDELSVERKEER MET DERDE LANDEN DIENEN TE WORDEN ONDERSCHEIDEN .
IT IS CLEAR FROM THE SCHEME OF THE TREATY THAT THE SYSTEM OF QUANTITATIVE RESTRICTIONS ON INTRA-COMMUNITY TRADE MUST BE DISTINGUISHED FROM THE SYSTEM OF QUANTITATIVE RESTRICTIONS ON TRADE WITH THIRD COUNTRIES .

Hieruit volgt, dat de bepalingen van de Berner Conventie, die vóór 1 januari 1973 door Ierland en het Verenigd Koninkrijk is bekrachtigd, in de intracommunautaire betrekkingen de verdragsbepalingen niet kunnen aantasten.
