115 Gelet op het cruciale belang van het beginsel van onafzetbaarheid kan een uitzondering daarop slechts worden aanvaard indien zij wordt gerechtvaardigd door een legitiem doel, zij in het licht van dat doel evenredig is en voor zover zij geen reden is voor gegronde twijfel bij de justitiabelen over de vraag of de betrokken rechterlijke instanties zich niet laten beïnvloeden door externe factoren en onpartijdig zijn ten opzichte van de met elkaar strijdende belangen [zie in die zin arrest van 24 juni 2019, Commissie/Polen (Onafhankelijkheid van de Sąd Najwyższy), C‐619/18, EU:C:2019:531, punt 79].
115 Having regard to the cardinal importance of the principle of irremovability, an exception thereto is thus acceptable only if it is justified by a legitimate objective, it is proportionate in the light of that objective and inasmuch as it is not such as to raise reasonable doubt in the minds of individuals as to the imperviousness of the courts concerned to external factors and their neutrality with respect to the interests before them (see, to that effect, judgment of 24 June 2019, Commission v Poland (Independence of the Supreme Court), C‐619/18, EU:C:2019:531, paragraph 79).Eurlex2019 Eurlex2019
