35 As regards the optional ground for exclusion provided for in Article 57(4)(a) of Directive 2014/24, it must be emphasised, as the Advocate General points out in point 32 of his Opinion, that that ground is drafted impersonally, without specifying who is responsible for the failure to fulfil the obligations referred to in Article 18(2) of that directive.
