Bij invoer zal de neiging bestaan het produkt zoveel mogelijk te "depreciëren" ( b.v . door verhoging van het gehalte aan bestanddelen waardoor het produkt als "restprodukt" kan worden aangemerkt ) om de te betalen heffingen te ontgaan of in ieder geval zo laag mogelijk te houden, terwijl bij uitvoer ( met een tegenovergestelde ingreep ) zal worden getracht "de waarde" van het produkt "op te trekken" om maximale restituties te verkrijgen, ook al blijven die produkten van een lagere kwaliteit die evenwel net voldoende is voor het recht op restitutie .
Thus in regard to imports, there is a tendency to "depreciate" the product ( by increasing, for example, the proportion of constituents which could cause it to be regarded as "residual ") so as to avoid payment of a levy, or at least reduce the amount thereof .
