18 De Ierse regering is van mening, dat de vragen niet-ontvankelijk zijn, in de eerste plaats omdat het hoofdgeding, dat betrekking heeft op de toepassing in Nederland van een Nederlandse bepaling op een Nederlands onderdaan, een zuiver nationale aangelegenheid is (zie arrest van 23 april 1991, Höfner en Elser, C-41/90, Jurispr. blz. I-1979, punt 37), en in de tweede plaats omdat het verwijzingsvonnis niet de nodige feitelijke gegevens bevat om het Hof in staat te stellen de gestelde vragen te beantwoorden, met name wat het punt betreft, of Wijsenbeek zijn reis in een lidstaat of in een derde land had aangevangen.
18 The Irish Government considers that the questions are inadmissible on the ground that, since the case concerns the application in the Netherlands of a Netherlands provision to a Netherlands national, the case is purely internal (see Case C-41/90 Höfner and Elser [1991] ECR I-1979, paragraph 37) and that the judgment by which the reference was made does not contain the explanations of fact necessary to enable the Court to answer the questions submitted, in particular the question whether Mr Wijsenbeek started his journey in a Member State or in a non-member country.EurLex-2 EurLex-2
