If these conditions are fulfilled, then capture in the wild would, in my view, be justified, to the extent that it can be shown to be strictly necessary; the numbers which could be captured should, as the Commission has suggested, therefore exactly reflect the need to avoid problems of consanguinity, with the criterion of `small numbers', as interpreted by the Court, (35) serving as an absolute upper limit.
