56 Volgens vaste rechtspraak kan een andere natuurlijke of rechtspersoon dan de adressaat van een handeling slechts stellen individueel te worden geraakt in de zin van artikel 230, vierde alinea, EG indien zij hem treft uit hoofde van zekere bijzondere hoedanigheden of van een feitelijke situatie welke hem ten opzichte van ieder ander karakteriseert en hem derhalve individualiseert op soortgelijke wijze als een adressaat (arrest Hof van 15 juli 1963, Plaumann/Commissie, 25/62, Jurispr. blz. 205, op blz. 232; arresten Codorníu/Raad, punt 55 supra, punt 20, en Unión de Pequeños Agricultores/Raad, punt 55 supra, punt 36, en arrest Hof van 1 april 2004, Commissie/Jégo-Quéré, C‐263/02 P, Jurispr. blz. 56 In accordance with settled case-law, natural or legal persons other than the person to whom a measure is addressed can claim that the measure is of individual concern to them, within the meaning of the fourth paragraph of Article 230 EC, only if it affects them by reason of certain attributes peculiar to them, or by reason of a factual situation which differentiates them from all other persons and distinguishes them individually in the same way as the addressee would be (Case 25/62 Plaumann v Commission [1963] ECR 95, 107; Codorníu v Council, cited in paragraph 55 above, paragraph 20; Unión de Pequeños Agricultores v Council, cited in paragraph 55 above, paragraph 36; and Case C-236/02 P Commission v Jégo-Quéré [2004] ECR I‐3425, paragraph 45).EurLex-2 EurLex-2
