Onverminderd andere communautaire wetgeving, met name betreffende de toegang tot de markt, behoudt iedere Lid-Staat het recht om, uitsluitend om andere redenen dan de vervoersveiligheid, zoals met name nationale veiligheid of milieubescherming, het vervoer van bepaalde gevaarlijke goederen over zijn grondgebied te verbieden of te reguleren.
