De communautarisering van de aangelegenheden in verband met visa, asiel, immigratie en internationaal personenverkeer zal de nationale parlementen immers heel wat bevoegdheden ontnemen: 1) ze verliezen hun beslissingsbevoegdheid (die wordt overgeheveld naar de Raad en eventueel het Europees Parlement onder het toezicht van het Hof van Justitie); 2) ze verliezen hun wetgevend initiatiefrecht (dat wordt na vijf jaar de bevoegdheid van de Commissie); 3) ze verliezen hun recht om maatregelen tegen te houden (de procedure van de besluitvorming met eenparigheid in de Raad verdwijnt ter toepassing van het nieuwe artikel 67 van het EEGVerdrag); 4) hun controlebevoegdheid verzwakt doordat de controle indirect wordt, enzovoort.
