Daarbij moet vooral worden gedacht aan een gemakkelijkere toegang tot overheidssubsidies, flexibiliteit binnen een vast referentiekader (die nodig is, omdat onderzoek nu eenmaal veel tijd in beslag neemt en daarmee desalniettemin op onvoorspelbare, stormachtige ontwikkelingen van de wetenschap moet kunnen worden ingespeeld), fiscale en financiële steun voor innoverende bedrijven, en een kapitaalmarkt die gunstige voorwaarden biedt voor het verwerven van risicokapitaal en beginnende bedrijven stapsgewijs in hun ontwikkeling begeleidt, o.a. door financiële interventie bij conjuncturele problemen of in niet te vermijden moeilijke tijden.
Notably, this implies simplifying access to public funding, flexibility within a clear framework (due to the long timeframes of research, which must however show flexibility in adapting to the rapid, unpredictable pace of scientific development), fiscal and financial support for innovative businesses and capital markets that encourage access to venture capital and support start-up companies as they grow, with funding to help during economic downturns and the inevitable periods of crisis.EurLex-2 EurLex-2
